Tsentralny Profsoyuzov Stadium, Voronezh
Enhancement and customization of the stadium SACS in accordance with the new requirements and specifications of the Fan Identification System (FIS).
Implemented in 2022.
The Central Trade Union Stadium is the main sports venue in Voronezh and the wider region, and the home ground of FC Fakel. The stadium has a history spanning more than 90 years and a capacity of 34,800 spectators.
In 2022, following FC Fakel’s promotion to the Russian Premier League, the stadium’s existing access control infrastructure needed to be upgraded to meet Russian Football Union (RFU) requirements and integrated with the Fan Identification System (FIS).
Infomatika was responsible for the following tasks:
- Implement a spectator access control system at the stadium;
- Upgrade the existing access control equipment;
- Enable automated ticket and QR code validation, including scanning from mobile device screens;
- Set up automated staff workstations;
- Adapt the spectator access control system to FIS requirements;
- Ensure the required level of information security in accordance with FIS requirements.
Infomatika specialists equipped the stadium with a spectator access control system and upgraded the existing access control equipment. Full-height dual-lane turnstiles were retrofitted with interactive control modules, while a Horizon mobile smart turnstile was installed at the VIP entrance. The spectator access control system was adapted to FIS requirements, equipped with an information security subsystem, and integrated with external systems.
Key Project Components
- Interactive Control Modules for Full-Height Turnstiles. Installed on the stadium’s existing dual-lane turnstiles as part of the access control equipment upgrade. Each module features an AISI 304 stainless steel housing with an integrated universal controller, digital display, 1D/2D barcode and QR code reader, ISO 14443 A/B contactless card reader supporting bank cards, and LED indicators. Tickets can be scanned from paper or mobile device screens. Displays on the inner, exit-facing side of the turnstiles are used by stewards to verify Fan Cards.
- Horizon Mobile Smart Turnstile. Installed at the stadium’s VIP entrance. Its mobile platform eliminates the need for permanent installation and wired connections, allowing the turnstile to be relocated to suit different access arrangements.
- Mobile Data Collection Terminals. Used for additional checks during spectator admission.
- Information Security Subsystem. Added to the spectator access control system as part of its adaptation to FIS requirements.
Integration
The spectator access control system is integrated with the Fan Identification System (FIS) and FC Fakel’s existing ticketing operator.
Under these requirements, fans, organizers, media representatives, and even players are only allowed to enter the stadium upon presentation of a Fan Card to ensure maximum security during matches.
The upgrade was carried out in accordance with Russian Ministry of Internal Affairs Order No. 1092 dated November 17, 2015, and Russian Ministry of Sport Order No. 676 dated August 22, 2022.
System Management Infrastructure
A fault-tolerant server cluster running LENTA software was installed to support the spectator access control system, and automated staff workstations were set up.
As part of the adaptation to FIS requirements, a threat model and an adversary model were developed, and an information security subsystem was added.
Scope of Supply:
- Detailed engineering design;
- Development of a threat model and an adversary model;
- Addition of an information security subsystem to the spectator access control system;
- Deployment of a fault-tolerant server cluster and LENTA software, including integration with FIS;
- Supply of 5 mobile data collection terminals.
